Sources in the Baraki Barak district of Logar province accuse the Taliban district governor of taking bribes, bullying, and threatening residents. According to the sources, Noorullah Ghalib, the Taliban district governor, has taken more than 1.5 million Afghanis in bribes from shopkeepers in the Baraki Rajan bazaar and promised them that he would reduce the width of the road so that their shops would remain in place. Residents of Baraki Barak are calling for the full implementation of the project according to the standard plan and stress that the public interest must not be sacrificed for personal gain.
The sources say that Noorullah Ghalib, son of Amir Khan and a native of Kharwar district in Logar province, who currently serves as the Taliban district governor of Baraki Barak, takes bribes from road construction projects in the district and prevents their implementation according to the standard plan. The sources are calling on the Taliban to investigate the matter and not allow the roads to be built in violation of the set standards.
According to the sources, the road construction project from the Baraki Barak intersection to the 62-bed hospital in Baraki Rajan has been awarded to a private company. The sources add that the second project belongs to the Taliban’s Ministry of Public Works and runs from the Do Shaikh intersection to the Pul-e-Dabar bridge in Charkh district.
The sources state that road construction is also under way inside the Baraki Rajan bazaar, and the set width of this road is 17.5 meters. According to the sources, a number of shopkeepers in the Baraki Rajan bazaar are trying, with the cooperation of the Taliban district governor, to reduce the set width of the road inside the bazaar.
The sources allege that Noorullah Ghalib took about 1.5 million Afghanis in bribes from shopkeepers to reduce the width of the road and promised them that he would do so. According to the sources, he is currently bargaining with the road construction company over the matter.
Residents of Baraki Barak district say they want the road construction project implemented according to the set width and without any changes. They regard reducing the road width as a disregard for the public interest and harmful to the common good, and they are calling for a serious investigation of the matter by Taliban officials.
According to them, the Taliban should examine the documents, contracts, and technical plan of the road construction project inside the Baraki Barak bazaar in order to determine the original, intended width of the road. They add that the necessary measures must be taken to protect the public interest, prevent administrative corruption, and ensure transparency in the implementation of development projects.
At the same time, the sources allege that while serving in the same post in Azra district, the Taliban district governor also had links with drug traffickers and extorted money from them.
According to the sources, Noorullah Ghalib also sold the district’s inner garden and pocketed the money. The sources also add that he interferes in matters that fall outside his authority, and that people are too afraid to voice their opinions or file complaints.
In another incident, according to the sources, a few days ago employees of the Breshna electricity company were installing electricity poles on the Baraki Rajan road and had blocked the road while carrying out the work. Meanwhile, the Taliban district governor’s vehicle was also stopped in the line of cars. The sources say that one of the Breshna employees asked the Taliban district governor not to come closer because of possible dangers. According to the sources, the Taliban district governor got out of his vehicle, beat the employee, and said to him: “Don’t you know who I am?” The sources add that most local Taliban officials in Logar province are aware of the incident, but that, according to them, no one dares to speak out or take action on the matter.
The sources also allege that a few days ago, the Taliban district governor severely beat a boy inside the Baraki Barak bazaar. According to the sources, the boy had asked for money from the cars in a wedding convoy, and the Taliban district governor beat him in front of the public.
