The Taliban have announced a new “law” under which homes belonging to residents of residential townships seized by the group will be resold to those same residents.
The Taliban’s Ministry of Justice announced on Tuesday, May 12, that the “law” on the sale and distribution of “Emirati” plots and the issuance of construction permits has been endorsed and published in the official gazette.
The Taliban institution stated that the new law consists of a preamble, four sections, six chapters, and 38 articles. Its implementing bodies include the Taliban’s Ministry of Urban Development and Housing, municipalities, and the Land Authority under the Ministry of Agriculture, Irrigation, and Livestock.
The law states that “usurped” land will not be sold to individuals identified by the Taliban as “usurpers.”
However, provisions in Clause Four of Article 15 indicate that the Taliban intend to resell homes in residential townships that the group has seized after labeling them as “usurped.”
The article also states that the sale of residential plots in townships designated by the Taliban as “usurped” is prohibited for residents who already possess more than one plot of land.
Since returning to power in Afghanistan, the Taliban have labeled and seized thousands of hectares of residential land in Kabul and other provinces across the country as “usurped.”
