The Taliban have continuously engaged in the killing, torture, and detention of citizens over the past three years. This group has arrested, tortured, and killed former military personnel, protesting women, critics, and opponents on various charges. Taliban fighters and commanders in different provinces exploit their positions to take revenge and extort rivals and opponents. In many instances, they have detained and tortured individuals without any charges. In the latest case, a young man died due to Taliban torture in Taloqan, the capital of Takhar province. The Hasht-e Subh Daily has seen images of the victim, which show clear signs of severe torture on his body. Additionally, a video has been published on social media showing a resident of Badakhshan with a bloodied face and head, claiming that he was tortured by a Taliban fighter at night.
According to statistics gathered by the Hasht-e Subh Daily from January 20, 2025, until the time of publishing this report, 30 people have been killed in nine provinces, 14 of whom were shot dead by the Taliban. Due to widespread Taliban repression, public fear, and lack of access to information, the actual figures are likely higher.
The Taliban, continuing their killings and torture of citizens, have handed over the body of a young man to his family after four days of detention. The group arrested and tortured Qari Naasir Farkhari in his shop in Taloqan. Farkhari’s relatives say he had no affiliation with any groups or movements and was solely focused on running his shop. According to his family, he leaves behind seven young children. The Hasht-e Subh Daily has examined his body and observed clear signs of torture.
Before this incident, the Taliban arrested and executed a young man in Parwan province on charges of possessing a weapon. According to local sources in Parwan, the man was named Hamid Agha, and the Taliban killed him on Monday, February 23, 2025, on Qala Khwaja Road in the Bagram district. Sources reported that the Taliban shot Hamid Agha on the road after searching his house, despite him having no connections to political or military groups opposing the Taliban.
Following the continuous killings of citizens by the Taliban, sources in Badghis province confirmed to the Hasht-e Subh Daily that two women were shot dead by Abdul Ghani Hakimzai, the Taliban commander for Badghis district, in Qadis district. According to sources, the Taliban commander entered a house at night and shot dead a middle-aged woman and a young woman due to personal enmity.
Based on statistics compiled in this report, which were previously published by the Hasht-e Subh Daily, 30 people have been killed from January 20, 2025, to the time of publication of this report in nine provinces. Of these, 14 were shot dead by the Taliban, seven of whom were former military personnel arrested and executed on charges of possessing weapons and joining anti-Taliban fronts. According to the findings, five former military personnel were executed in Parwan province alone. Sources say that the number of killings and torture of former military personnel is higher than what is reported in the media. The Taliban threatens the families of former military personnel to prevent them from publicizing these incidents, warning them of further harm if they speak out. These killings have occurred in the provinces of Parwan, Kabul, Badghis, Faryab, Ghazni, Nangarhar, Herat, Badakhshan, and Kandahar.
Meanwhile, a boy in Badghis province and a girl in Nangarhar province have been killed, with their deaths attributed to unknown individuals. Herat province has recorded the highest number of killings in the past month, all linked to unidentified individuals. Additionally, mysterious killings have increased, with three bodies discovered in Ghazni province in a single day.
Furthermore, a resident of Badakhshan released a video stating that “Qari Ghufran,” the Taliban criminal director in Yamgan district, entered his house at night with a weapon, intending to kill him. The man, who identified himself as Obaidullah, son of Mohammad Latif, appears severely beaten with blood on his face, head, and hands.
In addition to killing and shooting citizens, the Taliban have arrested and imprisoned several media activists, social media users, and YouTubers on various charges. In the latest case, the Taliban arrested Abdul Wasi Almas, a YouTuber from Farraaj village in the Anaba district of Panjshir province, for his YouTube activities. Sources say the YouTuber shared some cultural programs of Panjshir on his channel.
Moreover, residents report that whenever political negotiations and consultations against the Taliban are held abroad, the group increases pressure, torture, and intimidation of the people, suppressing them under various pretexts and disrupting their lives. Following the Vienna meeting and during the Herat security talks in Madrid, the Taliban conducted house-to-house inspections in the Khairkhana area of Kabul and Taloqan city, arresting several individuals on unknown charges and harassing residents.
Previously, the United Nations Assistance Mission in Afghanistan (UNAMA) reported that arbitrary detentions, torture, ill-treatment, and extrajudicial killings of former military personnel by the Taliban continue in Afghanistan.
The UNAMA Human Rights Unit announced on Thursday, May 2, 2024, in its report on the human rights situation in Afghanistan, that arrests and killings persist despite Taliban officials’ emphasis on adhering to the general amnesty. The report recorded at least 38 arbitrary arrests, 10 cases of torture, ill-treatment, and threats, and four extrajudicial killings of former government officials and security forces between January 1 and March 31 of the previous year.
