Qatar: A Small Player with a Significant Role in the International Arena

Qatar is a small but wealthy country with a common land border with Saudi Arabia and maritime borders with Iran, Kuwait, Iraq, Saudi Arabia, Bahrain, and the United Arab Emirates. Over the past decade, Qatar has played a role far beyond its size and small geographical position in international affairs. The small country of Qatar gained independence from British sovereignty under the rule of the Al Thani dynasty in 1971. Despite its limited size and population, this country has been a significant player in international relations, often facing threats from neighboring countries and grappling with numerous challenges and issues.

Since Sheikh bin Hamad Al Thani came to power, Qatar has witnessed significant developments and progress both domestically and regionally. The domestic situation and regional status of this country are experiencing a new phase. In the regional arena, Qatar has been actively pursuing a distinct and serious role compared to other Gulf countries, acting as a mediator in regional conflicts. Despite its small size and population, Qatar is one of the serious players in international relations, especially in Middle Eastern affairs.

Understanding the power of media, a precise grasp of diplomatic positioning in international affairs, reliance on the gas industry, and proper leadership based on four fundamental principles are key factors contributing to Qatar’s precise and evaluated role-playing in both domestic and international affairs.

Mass communication tools play a critical and vital role in various fields, including politics, economics, social, and cultural domains, in all countries. The importance of mass media is such that scholars have incorporated it into the categorization of historical stages of human civilization. Alvin Toffler divides human civilization into three stages: agricultural, industrial, and post-industrial, or the age of communication and information. In the post-industrial age, power lies in the hands of those who control communication and information networks. Among the most influential factors shaping the cultural aspect of contemporary societies is the advent of modern technology, particularly the media. Taking these observations into account, Qatar established a satellite network called “Al Jazeera” in July 2005, extensively supported by the Qatari government. The astute understanding and contemporary awareness of Qatari policymakers regarding the media have propelled Al Jazeera to become one of the most important news networks in the Middle East and globally. This network stands as a national power element for the State of Qatar, broadcasting in several international languages and across various segments.

In today’s world, there is no escape from interaction, and diplomacy is one of the most important tools for achieving this interaction. Diplomacy is a key concept in global politics, referring to a communicative process for negotiation between states and other international actors. Since the 15th century, diplomacy has evolved from being a permanent process into a systematic and regulated one, giving rise to a set of regulations, protocols, rights, privileges, and immunities for diplomats and diplomatic activities. Diplomacy is a profession, activity, or skill in international relations typically conducted by a country’s representatives outside its borders. It is the true art of serving the goals of nations. Qatar’s political actors have optimally utilized a correct understanding of the role and position of diplomacy in international relations. Through calculated diplomatic moves, the Qatari government has been able to elevate the status of conflicting parties and groups with divergent interests to Doha. Bringing together adversaries and conferring status and position to them is not possible without active diplomacy. Qatar simultaneously hosts the Taliban office, the United States Central Command (CENTCOM), and the Embassy of the Islamic Republic of Afghanistan. The country also hosts the Al Udeid Air Base serving CENTCOM, while hosting the political office of Hamas under the management of Ismail Haniyeh and the Embassy of the Islamic Republic of Iran. Qatar plays host to the Houthis as opponents of the Yemeni government, while maintaining a very good relationship with the new Iraqi government. Qatar also hosts the Saddam Hussein family in Doha. Qatar maintains very close relations with Saudi Arabia and Israel and is an active member of the Gulf Cooperation Council. Managing such paradoxes and differences of perspective in Qatar would not be possible without active diplomacy. The Qatari government has recognized the importance of diplomacy and has effectively utilized this tool to bring together antagonistic parties and optimize their use for the benefit of the Qatari people.

More important than all, Qatar possesses a potential for mediation. Mediating between the Taliban and the United States, between Iran and America, between Israel and Hamas, and others, are signs of professional diplomacy. Understandably, these mediations not only signify closer ties between two powers, one on a global scale and the other on a regional level but if successful, practically represent a high political prestige for Qatar internationally. It’s worth noting that in circumstances where Saudi Arabia, Egypt, France, Turkey, and regional and extra-regional countries failed to establish a ceasefire between Israel and Hamas, Qatar, through calculated diplomatic maneuvers, managed to temporarily broker a ceasefire in Gaza. This demonstrates the professionalism of Qatari foreign policy actors.

Over the past decades, the share of natural gas in the global energy consumption structure has been continuously increasing, with its growth rate reaching 1.7% from 2012 to 2022, significantly higher than other fossil fuels. Alongside the growing demand, the continuous expansion of natural gas consumption geographically accelerates international trade, and LNG (liquefied natural gas) due to its flexibility and compatibility with variable market conditions has played a significant role. Qatar has made massive investments in gas extraction over the past two decades. Qatar possesses the world’s third-largest natural gas reserves and is the largest LNG exporter globally. The exports of gas, crude oil, and petroleum products from this country contribute significantly to the government’s revenue. Qatar holds 890 trillion cubic feet of gas, most of which is located in the North Field. According to the Qatar National Bank, the current reserves allow Qatar to maintain its current production for another 138 years. Qatar’s fixed reserves are equivalent to 402.1 times its annual consumption. Based on 2022 results, Qatar ranks sixth globally as one of the largest natural gas producers, after the United States, Russia, Iran, China, and Canada.

A precise understanding of the media, effective diplomatic activity, and the correct utilization of natural resources are all underpinned by proper leadership. Under the management of Tamim bin Hamad Al Thani, Qatar has achieved national and international prestige. Tamim bin Hamad Al Thani has transformed his small territory into an international power. The news website Haaretz, in a report, referred to Tamim bin Hamad Al Thani as the smartest ruler in the Middle East, detailing his life and developmental political activities over more than a decade at the helm of power. This astute ruler has managed to maintain public satisfaction with the government at its highest level. While achieving democratic leadership in this country is not a reality, the political actors in Qatar have managed to maintain public satisfaction.

Qatar, a small and wealthy country in the Persian Gulf, has played an influential role in international relations despite its size and small population. Since gaining independence from Britain in 1971, under the rule of the Al Thani dynasty, and especially under Sheikh Hamad and Tamim bin Hamad Al Thani, Qatar has witnessed remarkable transformations domestically and regionally. By relying on four fundamental principles: media power, active diplomacy, gas industry, and proper leadership, Qatar has been able to play a successful mediating role in regional conflicts. Al Jazeera network, as a key tool of Qatar’s soft power, significantly impacts public opinion in the Arab and international worlds. In diplomacy, Qatar, by managing various contradictions and establishing complex relations with conflicting actors, has created a special position for itself. Furthermore, it plays a crucial role in global energy supply by leveraging its immense natural gas reserves and becoming the largest LNG exporter. These intelligent approaches have transformed Qatar into a major and influential power internationally.
