Natalia Gherman, UN Under-Secretary-General and Executive Director of the Security Council’s Counter-Terrorism Committee, has said that the threat of terrorism has become “more dispersed and decentralized” in recent years.
Gherman said on Friday, September 11, at a Security Council meeting marking the 25th anniversary of the September 11 attacks that terrorist groups have adapted to new circumstances and are making use of modern technologies.
She also warned of the easier access of terrorist groups to drones, saying that these groups are using new technologies to advance their objectives.
Gherman added that these groups are also exploiting weak governance, competition over resources and local grievances to expand their influence.
The remarks come as September 11, 2026, marks the 25th anniversary of the September 11, 2001, terrorist attacks in the United States, in which nearly 3,000 people were killed and after which the global fight against terrorism entered a new phase.
