October 5, World Energy Conservation Day, is not a day for celebration but for reflection and decision-making. It is a moment when nations and governments remind themselves that every watt of energy saved is, in truth, a breath of clean air and a chance for life for future generations. In today’s Afghanistan, energy conservation is not merely an environmental slogan; it is an economic, social, and security necessity. A country that imports most of its electricity from its neighbors effectively surrenders part of its sovereignty. Therefore, saving energy means reclaiming national power and dignity.
At present, Afghanistan spends over $300 million annually importing electricity from neighboring countries, while the majority of its population still lacks access to reliable power. During the winter, a significant portion of energy consumption goes toward heating homes, yet many families continue to burn coal, wood, plastic, old fabric, and even worn-out shoes for fuel. This not only pollutes the environment but also endangers the health of thousands of families, plants, animals, and even the non-living elements of the ecosystem.
If the Taliban authorities act now and implement short-term energy-saving programs, the coming winter could be one of the least power-deficient seasons in recent years. The first step would be to revise the country’s tax and economic regulations to pave the way for a polluter-pays economy, a model based on the principle that “those who pollute must pay.” Under such a system, taxes would increase on high-emission or high-consumption products such as 100-watt bulbs, energy-inefficient refrigerators, and water heaters, while taxes would be reduced on eco-friendly and low-consumption goods like LED bulbs, solar heaters, and energy-efficient stoves. This would encourage traders to import energy-saving and environmentally friendly equipment instead of wasteful ones.
In addition, the government could adopt new regulations requiring high-rise building owners to insulate their structures and prevent energy loss. In Kabul and other cities, thousands of apartment buildings have been constructed with thin walls and uninsulated windows, wasting nearly half of their heat. Simply fixing this issue could reduce winter electricity consumption by up to 40 percent. Likewise, if just 20 percent of households switch to LED lighting, the country could save enough electricity to equal the output of a small hydroelectric dam.
Energy conservation in Afghanistan should not be confined to buildings alone; the transportation sector must also undergo fundamental change. Most vehicles on Afghan roads still rely on polluting, high-consumption fuels. By increasing taxes on leaded fuels and lowering them on unleaded alternatives and by imposing higher taxes on fuel-inefficient vehicles, Afghanistan can achieve cleaner air and reduce healthcare costs. Currently, the country spends over $3 billion annually on imported medicines, a large portion of which goes toward treating respiratory diseases caused by air pollution. With sound energy and transport policies, these costs could be significantly reduced, allowing the government to redirect funds toward education, environmental protection, and job creation.
Alongside these measures, investment in renewable energy must be placed at the center of future development plans. With over 300 sunny days per year, Afghanistan possesses immense potential for solar power. Installing rooftop solar panels and constructing solar parks across the provinces would not only provide affordable electricity but also create thousands of jobs for young people and strengthen the country’s middle class. Encouraging the use of bicycles, low-emission vehicles, and clean public transport should also be part of the strategy. The experience of other nations shows that the middle class is the engine of development, civility, and democracy. Yet in Afghanistan, many members of this class have fallen into poverty in recent years. By reducing taxes on labor and promoting domestic production, the country can begin rebuilding this vital social group, a cornerstone of a more balanced and conscious society.
In Afghanistan, energy conservation is not merely about consuming less; it is a reflection of wisdom, dignity, and national independence. When a family installs energy-saving bulbs or uses solar panels, it is, in essence, investing in the country’s future. If this mindset spreads nationwide, Afghanistan could transform from an energy importer into an energy producer. On that day, every illuminated home will stand as a symbol of self-reliance, and every watt of electricity will embody national pride. Furthermore, the dangers of pollution and the use of coal, plastic, and other harmful materials should be incorporated into school curricula, so that students grow up aware of environmental risks and become part of a new culture of awareness and responsibility.
