The United Nations has announced that, together with its partners, it has released the 2026 Response Plan for Afghan Returnees (RPAR) to address the large-scale return of Afghan citizens from Pakistan and Iran.

The organization reported on Saturday, MAY 23, that according to projections, around 2.7 million Afghan citizens are expected to return to the country between April and December 2026.

The UN said that a multi-sector, two-phase plan has been designed to respond to this process.

According to the report, in the first phase, immediate life-saving assistance will be provided at crossings to meet the basic needs of returnees.

In the second phase, comprehensive support will be provided for the reintegration of returnees in 35 districts across Afghanistan.

The organization added that the plan emphasizes a community-based approach, aiming to strengthen resilience, improve social cohesion, and create sustainable solutions for returnees and host communities.

The UN said the program includes protection, health, education, water and sanitation, livelihoods, and shelter sectors, and its full implementation requires a budget of $529.2 million.
